A passer-by sees what is happening and uses their ski to edge out and rescue the boat; unfortunately in the process he falls in and loses his skiis. Luckily the stranger doesn't seem too angry and Pingu is delighted to have his boat back.

Mayor for a Day Professor Coldheart takes control of the children of Abbotsville's 'Mayor for a Day' celebration, and by stuffing the ballot box - and dressing like a kid - gets himself elected mayor. Paula, the real mayor's daughter, smells something fishy, as do the Care Bears. As Mayor, Coldheart makes Frostbite Police Chief, and says that all rules are suspended - everyone may be as mean as he likes. It's misrule: trash piles up on the streets, kids cheat and steal from one another - and its all okay. When the Care Bears intervene, Frostbite throws them in jail! Bedtime Bear manages to release the Care Bears, and they use their tummy beams to change the people of Abbotsville back to normal - and they proceed to depose Mayor Coldheart and Chief Frostbite. The Night the Stars Went Out When Maestro Strato-Nefarious' violin playing causes the stars to collect in his pickle jar, and torrential rains to fall, David is upset, and the Care Bears counter-attack. Dodging the Maestro's lightning bolts, they corner him, and tell him that the Star Buddies belong to everyone; he may not have them to illuminate his dark corner of the universe. Funshine Bear solves the problem by giving Strato-Nefarious a sunshine tummy symbol for light -- and David watches from his bedroom as the stars return to the sky.
